TOPIC: ISSUE43 - "To be an effective leader, a public official must maintain the highest ethical and moral standards."
WORDS: 458 TIME: 00:58:47 DATE: 2008-3-8 22:16:59

Whether public officials should conform to the highest ethical and moral criteria, in every scenario and under each condition, depends primarily on the specific occasions they put them in. With respect to some conditions, public officials ought to obey the ethical and moral standards; with respect to certain other cases, they should pay more attention to practical circumstances.

First, when public officials work out political policies and latter judge the masses' activities
according to what they rules, officials should maintain the highest moral criteria. Besides, they themselves should have the sense that they are also under the confines of laws. Officials would be put into prison or receive somewhat punishment in respect that they fail to obey certain moral standards. A mayor in my hometown, for instance, have the rights of improving subordinate officials' position, therefore certain staffers secretly give cash or deal gifts to the mayor on purpose of getting to be improved. Of course, the mayor did not flee away from the punishment of rigorous rules and live for a content life, which is to the contrary of what the multitude must expect. In effect, this mayor had not been delighted for even a month before he was arrested and accused for corruption. Therefore, as this instance demonstrates, any leader of any department certainly must conform to highest moral standards without exception.

By contrast, in certain other cases (frontier of science, power of army, for example), public officials may not have to maintain the highest ethical and moral criteria. It is probable, in these cases, political officials may have to lie or veil the fact, and no alternative choices are available. An ancient example in the history of my motherland happened in the era of Qing, approximately one thousand years ago. The king of Qing, Jian Gou, was put into prison on account of his failing to fight against intrusion leaded by another country's King, Wu. Under this circumstance, Gou would surely be killed on condition that he refused to abnegate in order to maintain the highest moral standards. However, Gou selected the alternative way--to abjure and pretend to be mad, opposite of ethical and moral standards. Wu let Gou go free on respect that Wu confide in Gou's abnormal activities with no doubt. Wu went to a confidential place and advocated his persons altogether to fight back under the name of revenge. Finally, Wu managed it. This is a vivid example that shows public officials may not have to obey strict moral standards.

In sum, public officials should base their choices on practical conditions. They ought to conform to moral standards in respect that they are addressing the problem inside a country. On the other hand, public officials should choose the correct selection that is benefit for the masses.

TOPIC: ISSUE113 - "It is primarily through our identification with social groups that we define ourselves.
"WORDS: 427 TIME: 00:58:01 DATE: 2008-3-6 21:38:51

The speaker proclaims that we could define ourselves fundamentally by means of actively engaging in social groups. I strongly accede to the arguer's statement. This is especially true in modern society in which various perspectives of evaluating a person exist. It is teams composed of the masses that make us be ware of what kind of people we are and how successful we can be.

To begin with, social groups are places where the multitude would make their dreams come true. Consider, for instance, the physical association, one of the most welcome groups, in which young people can accomplish their wishes formed during their childhood. For instance, a prominent individual in the realm of basketball, Alonso Jordan, once said he was of much confusion of his career planning when he was a little boy. No one gave him imperative instructions in respect that his parents died not long after Jordan's birth. Fortunately, he was lead to the NBA, a tournament in America, when he graduated from local university in his hometown. In this group, his coach and friends take Jordan as their indispensable student and player, Jordan soon find out that this group is just the place he has been looking for, according to what he says in a TV program. Finally, he achieves great accomplishment with the help of friends.

Secondly, in certain other social groups, colleague's apparently affection on individuals are also indispensable. This function is greatly expressed in The Veteran, a TV series being broadcasted in my country. The hero, Sanduo Xu, in this art was ordinary person who watered cabbages in his family's garden before he joined army. However, his life has completely reversed after his taking part in the groups of army, where he succeeds to find where his value lies. Xu's advantages that distinguish him from others are tolerance and contribution. Once in a battle, his friends all died, but he survived from sever fight because he lied in bog for three days and none of his friends could do this. Xu is the real hero. Undoubtedly, it is the group where Xu's talents can be exhibited only.

In sum, we can find our values of existence only by actively engage in various social groups consciously or unconsciously. In groups, where a variety of characteristic persons can be found, we may find out our own advantages and shortcomings through reacting with other persons in groups. To the contrary, we will be uninspired individuals on condition that we refuse to identify with social group. In deed, we need teams to define ourselves.

ARGUMENT208

TOPIC: ARGUMENT208 - The following appeared in a memorandum from the planning department of an electric power company.
"Several recent surveys indicate that homeowners are increasingly eager to conserve energy and manufacturers are now marketing many home appliances, such as refrigerators and air conditioners, that are almost twice as energy-efficient as those sold a decade ago. Also, new technologies for better home insulation and passive solar heating are readily available to reduce the energy needed for home heating. Therefore, we anticipate that the total demand for electricity in our area will not increase, and may decline slightly. Since our three electric generating plants in operation for the past 20 years have always met our needs, construction of new generating plants should not be necessary.
"WORDS: 391 TIME: 00:58:54 DATE: 2008-3-5 21:31:04

At first glance, it seems somewhat reasonable that additional construction of generating plants is not dispensable as the statement presents, however, close scrutiny of the evidence unveils that the argument actually suffers from several vital flaws. For instance, the reliability of the recent surveys is questionable, and even if the surveys are credible, the arguer is too hasty to make the conclusions, where some alternative explanations exist. These flaws will be discussed respectively.

As a threshold matter, the sample masses that the surveys have investigated might not represent the typical composition of multitude that is the mainstream in society. Consider, for example, people asked to respond questions in the so-called surveys may altogether poor peasants living in undeveloped districts. They are eager to conserve a variety of energy, including electric power, by nature and all the time. Consequently, the outcomes of surveys are of no practical sense in respect of credibility.

Secondly, although passive solar heating systems are ready to use, according to what the speaker says, whether these new systems alike will undoubtedly change the demands of electric power energy is still questionable. Solar heating is merely said ready to be bought in ordinary stores, nevertheless which is not to say every family has such manufacture in practical utilizing. How would solar heating system lower demanding electric power, to some extent, needs to be calculated in details, and results may not as surprisingly conspicuous as the arguer proclaims.

A third flaw has to do with the necessity of constructing new generating plants. The arguer considers that it is unnecessary to build new plants in result of the surveys which merely focus on homeowners, who might not be the major users of electric power. On the other hand, it is enterprises that consume the most part of electric power. The surveys have no idea about the demands of such departments. It is probable that these enterprises are right expanding their operating scales, under which circumstance demanding of electric power may increase sharply in predictably future. Hence, there is definitely a need to construct new generating plants.

On balance, the arguer fails to consider that the surveys do not reflect the actual fact from several perspectives, and works out erroneous conclusions. To support his or her statement, the speaker might provide more information about the accurate current demands of demands of electric power.

ISSUE 133

TOPIC: ISSUE133 - "The problems of modern society have led many people to complain: 'We live in terrible times.' Yet, given the choice, no one today would prefer to live in any other time.
"WORDS: 420 TIME: 01:00:24 DATE: 2008-3-4 22:10:54

This statement observes that no person in contemporary would prefer to live in the past eras, despite that they incessantly complain current miserable times. I fundamentally identify with what the arguer asserts. Undoubtedly, to live in ancient times is the last choice people will make. From my viewpoint, complaining is merely a method of relieving their feelings, actually none among them is eager to set time back.

As a threshold matter, life is hard for ordinary people by and large. The conditions of medicine during the antique eras were not as developed as contemporary, and even a flu taken as an unserious disease nowadays might cause lung cancer without imperative care. Besides, dirty water is another reason of preventing persons today from considering going back, because no one wants to deteriorate his or her stomachache in result of drinking dirty water aside from those idiots. Fortunately, fatuous persons do not belong to the main stream in contemporary.

Additionally, barely no entertainment existed as result of no power supply. There were no basketball, football or music under past tough circumstances. People today mainly hook on playing basketball or watching NFL, a tournament in America, after they go home from work places, and these entertainments play a paramount role in daily life. For example, the World Cup, a football game takes place every four years, is one of the most important activity around the world, in which qualified countries send their own team to join in. People at the front of TV keep shouting for their mother league with great passion, and can they endure the life without this attracting activity? The answer is of course not.

A third thing has to do with tough communications. Contemporary society has invented a variety of mysterious goods that make life easier for person. This is especially true in the realm of communications, such as mobile phone and high ways. With respect to cell phone, people can chat with one another directly with no delay, and this is vital for business men who might have plenty of urgently matters to handle. They may miss the opportunity of producing fortune without making tools of cell phone to make decisions on time. Consequently, it doesn't make sense that they really prefer to live in the ancient times.

On balance, life in the past was much tougher for livings, whereas modern technology creates variety of easy living materials. Given the choice of dating back, on no account persons today would actually want to stay in inconvenient past time.

ARGUMENT152

TOPIC: ARGUMENT152 - The following is a letter to the head of the tourism bureau on the island of Tria.
"Erosion of beach sand along the shores of Tria Island is a serious threat to our island and our tourist industry. In order to stop the erosion, we should charge people for using the beaches. Although this solution may annoy a few tourists in the short term, it will reduce the number of people using the beaches and will raise money for replenishing the sand. Replenishing the sand, as was done to protect buildings on the nearby island of Batia, will help protect buildings along our shores, thereby reducing these buildings' risk of additional damage from severe storms. And since the areas along the shore will be more attractive as a result, the beaches will be preserved and the area's tourist industry will improve over the long term.
"WORDS: 473 TIME: 01:04:47 DATE: 2008-3-3 21:21:09

At first glance, this statement seems reasonable that charging tourists for using the beaches, along with replenishing the sand, will stop the erosion of beach sand along the shores of Tria Island; however, close scrutiny of evidence unveils that the argument actually suffers from several vital flaws. For example, whether the tourist industry in Tria will improve, after the action of charge, stills remains questionable. Moreover, it is unpersuasive that the arguer takes what happened in Batia for proven conditions, etc. These flaws above would be discussed in details.

In the first place, there is a critical problem about what the speaker considers as evidence, which is that erosion of beach sand threatens the island. The arguer needs to provide more details about this very threat said to be serious. The author may exaggerate the affections that sand erosion has brought up, and under this circumstance, mankind in Tria Island don't have to be nervous. Consequently, the arguer should demonstrate that the risks caused by beach sand erosion are so urgent that something must be done to prevent furthermore damages from taking place.

In the second place, the statement fails to show that replenishing the sand will undoubtedly need investing on this behavior. Islands usually come into exists through thousands of years, or even millions of years' span, in which a variety of bad conditions surely have ever occurred. What threats will obviously influence the environment of island, since the power of human beings living in islands is far less than that of natural threats? From my point of view, what the persons in the island have done probably doesn't affect erosion badly. The true fact is that everything might be fine if they just sleep at home and don't touch the sand for a few days.

At last but not least, the author of this statement might make some mistakes in the utilizing of the example of Batia. What was done in the nearby island of Batia might not be generalized without taking the specific features of Tria into account. The property of the sand in Batia may be sufficiently different from that of Tria. Furthermore, if replenishing the sand is forced to be done in Tria may starts the turning up of unimagined consequences, to the contrary of what the author might expect. In addition, supposing that severe storms almost have never come to destroy Tria in history, it is out of use to refuel the sand.

To summarize, the arguer actually has neglected several flaws as discussed above, and is not convincing as it stands. To solidify the argument, the arguer would have to provide evidence that there is certain relationship between tourists and erosion of beach sand, and further prove that what has been carried out in Batia surely will work if the same things were done in Tria.

ISSUE 42

TOPIC: ISSUE42 - "Because learning is not a solitary activity but one that requires collaboration among people, students of all ages will benefit academically if they work frequently in groups."WORDS: 473 TIME: 01:19:09 DATE: 2008-3-2 20:24:23

In current era of information blasting and social activities being divided into a myriad of parts than ever, it is paramount for student of all learning stages to collaborate with their classmates. Pupil, junior and senior students, university students all should pick up the habit of communicating with their fellow besides working deeply in academia related to their major. From my viewpoint, it is essential for students to do so, and I agree with what the arguer observed. There are three benefits for whom are actively engaged in putting themselves in the environment of a team.

As a threshold matter, take pupils for instance, by nature they actively do a variety of things from day to night without feeling tired. In despite of knowing the notion of collaboration, these children do benefit from communicating issues, though adults believe they are hard to ruled. For example, the ability of using mother language is improved when they keep speaking to each other without a break. From the very beginning of life, collaborating with others reduces the risk of developing a kind of emotional disease which might mislead to criminal activities. Groups play a key role in their growing up.

Secondly, when students are 15 or 16, that is to say, when they are studying in junior or senior schools, team is also a key respect in their daily life. In this period of a person, he or she is forming his or her ways of solving problems in his or her own style. Team's affection is obviously to be observed during this specific period of maturing. If students refused to communicate with classmates, it is difficult for them to summarize the correct methods of learning; but if they actively engage in discussing principles and theories in and after class, undoubtedly it is much more easier for them to realize and learn advantages of anyone else's.

A third benefit has to do with academia in the campus of a college. In my university, for instance, I have never heard that there is any distinguished achievement fulfilled by only single student. To the contrary, almost every success is made by a group of persons. Typically, in ACM, a category of contest of computer programming, if students take part in programming in the terms of a league, they will seize greater award than that of a sole person, and justifiably so. This is especially true in the ream of research; where prizes are comprehensively gotten by a group. Hence, students working frequently in groups commonly benefit academically and have more opportunities than the sort of one alone.

On balance, students will achieve great success on the condition that they work in form of a team players, on account of learning having been a activity in which collaboration is imperative and vital. Consequently, I identify with the arguer's statement.

Argument149

TOPIC: ARGUMENT149 - The following is a memorandum from the director of personnel to the president of Get-Away Airlines.

"Since our mechanics are responsible for inspecting and maintaining our aircraft, Get-Away Airlines should pay to send them to the Quality-Care Seminar, a two-week seminar on proper maintenance procedures. I recommend this seminar because it is likely to be a wise investment, given that the automobile racing industry recently reported that the performance of its maintenance crews improved markedly after their crews had attended the seminar. These maintenance crews perform many of the same functions as do our mechanics, including refueling and repairing engines. The money we spend on sending our staff to the seminar will inevitably lead to improved maintenance and thus to greater customer satisfaction along with greater profits for our airline.
"WORDS: 410 TIME: 01:20:32 DATE: 2008-2-28 22:08:40

The statement presented fails to convince the conclusions with powerful reasoning, and makes improper comparisons to some extent. Mechanics working in Get-Away Airlines whether should be paid to be sent to join a two-week seminar or not remains a undecided problem. Also, rules that are regarded as golden ones in auto world may be useless in the realm of airline companies. The arguer's mistakes would easily be pinpointed after following three aspects are discussed.

First, Get-Away Airlines need not to send the mechanics to some seminar. People refueling and repairing engines in airlines are considered as high-level trained-already technicians in default when they come to airlines the first day. What they lack is right the practice, not theoretical knowledge. The arguer doesn't give details about the Quality-Care Seminar, so it couldn't be concluded that the crews' abilities would be improved after taking the seminar. To think about the lasting time of the Seminar, there is a probability that two weeks are not enough for training in the special field of aircraft in which advanced skill should be required, so the positive impacts may not be obvious.

Second, experiences accumulated in automobile racing should undoubtedly not be adopted in any other field, such as aircraft, without any changes. For instance, in Formula 1, a famous automobile racing, the crews are required to master the skills of refueling and changing tires as fast as possible, in order to save time and get a good place in the race. But in airlines, it is unnecessary to do repairs or refuel quickly on account of safety. A detailed time-consuming maintenance is far more critical than the speed of checking.

Last, even if the crews receive certain technique training, it remains a question whether greater profits will be gained in their financial report. Profits of an airline are mainly obtained from the sales of plane tickets rather than reducing the costs in maintaining planes which could be managed by sending mechanics to the seminar, because customers are communicating with sales, but not mechanics. The performances of sales are related to customer satisfaction much more directly than that of back workers.

Having taking these questions above into consideration, the arguer seems have lots of investigations to make before giving the conclusions. A deep insight of the functions of mechanics and the source of profits would be helpful in deciding whether sending crews to the Quality-Care Seminar. That is direction the arguer could walk forward to.
